The 2012 International Energy Conservation Code will require new dwellings built in Maryland, that requires a building permit, to have more insulation, a tighter envelope, tighter ducts, better windows, and more efficient lighting.
The State of Maryland was the ﬁrst in the nation to adopt the 2012 version of the International Energy Conservation Code leading the country to a new era of efﬁcient homes.

Blower Door Testing requirements under the NEW 2012 IECC Code have become mandatory and more stringent. Builders now have to comply with both the checklist requirements and the requirement to conduct a blower-door test. The air-sealing checklist in the 2012 IECC is called Table R402.4.1.1, ―Air Barrier and Insulation Installation. Once you have completed the air-sealing checklist, you still need to conduct a blower-door test. According to section R402.4.1.2 of the 2012 IECC, the building or dwelling unit shall be tested and verified as having an air leakage rate of not exceeding 3 air changes per hour at a pressure of 0.2 inches w.g. (50 Pascals).
Duct Tightness Testing requirements under the NEW 2012 IECC Code has increased the stringency of the duct leakage thresholds. The code requires builders to test a duct system unless the duct system is located entirely inside of the home‘s thermal envelope and meet the threshold requirement of 4 cfm per 100 square feet of conditioned ﬂoor area. The State of MD requires testing be conducted by a certiﬁed third party company. A written report of the results of the test shall be signed by the party conducting the test and provided to the County Inspection Agency.
In 2008, the Maryland General Assembly passed the EmPOWER Maryland Energy Efficiency Act. The legislation set a target reduction of 15 percent in per capita electricity consumption and demand thru 2017 from a 2007 baseline. Since its inception through September 2012, EmPOWER Maryland has helped fund energy reduction measures that will reduce
energy usage by more than 2 million MWh per year and save $250 million annually. These savings will continue for years, with currently existing measures saving $3.7 billion over their useful life.
Rebates up to $7.500 through Maryland Utilities’ Home Performance with ENERGY STAR® Program are available, based on approved measures.
